Two AP Ledes
Lede One. "Rep. Tom DeLay failed to comply with House requirements that he disclose all contributions to a defense fund that pays his legal bills, the Texas Republican acknowledged to House officials."
That makes it sound like DeLay was caught doing something naughty.
Lede two: "Rep. Tom DeLay has notified House officials that he failed to disclose all contributions to his legal defense fund as required by congressional rules."
That makes it sound like DeLay discovered his error and pre-emptively notified "House officials" about it.
Which is what apparently happened.

Not for nothing, but he was caught doing something naughty.
The operative note here is that he failed to comply with House requirements to disclose contributions. Since it is his responsibility to disclose all contributions. That he found it and reported it is his obligation, not something that he should be lauded for. He was four years late in accurately disclosing the source of his fund's money.
There are thousands of dollars of contributions to his legal fund that the public could not review, and DeLay stood for election two times since the failure to report them was made. His failure to disclose these for the public is naughty.
