Bad Sign For Incumbents

According to the NBC News/Wall Street Journal poll, this is the first time since '94 when the majority (51%) of respondents think it is time to give a new person a chance in Congress as opposed to re-electing their rep. (37%). Could we be facing another Congressional changing of the guard as we saw in '94? If this number sustains, Dems are facing a rare opportunity.
